The project is implemented by the BRITISH COUNCIL, with a team composed by European experts and local staff.

The Team

Edoardo Spacca, Team Leader. Edoardo is an Italian national graduated in International Relations, European Politics and in Criminology. He has been working as project manager and expert in several EU funded projects across Europe as well as in the Community of Independent States. He was a resident expert in Pristina from August 2005 until end of 2006, during which time was actively involved in the implementation of the first 3 Rounds of the Young Cell Scheme Scholarship. He is managing the YCS since October 2008.


Violeta Ademi, Junior Expert. Violeta is a Kosovan national with a vast experience in EU funded projects, where she works since 2004. In quality of Office Manager she has been involved in all Rounds of the Young Cell Scheme.

Shaun Hughes, Short-Term Expert in English Language Testing and Trainng: Shaun is a British national with over 30 years of professional experience in English Language Training and Testing, and several years of working in EU and Internationally funded projects He as well has been involved in the YCS Scholarship since its very beginnings.

In Kosovo the British Council has been operating since 1999, focusing on the area of education, improving English language learning, and creating long lasting cultural relations between the UK and Kosovo.
